BRIEF NO.4: GOVERNOR, BELIZE

Mr P D McEntee's short extension is straight-forward apart from the uncertainty of its length. The Palace would not be averse to giving approval where, for some specific reason, we cannot be definite on timing.

BRIEF NO.5: GOVERNOR, CAYMAN ISLANDS

Mr T Russell's extension is straight-forward. There is however one point which some member of the Board might bring up. At the last DTSAB it was suggested that a suitable successor to Mr Russell in 1980 might have been Mr J C Strong. However since then Mr Stratton, Mr Duff and Mr Strong himself have all agreed that it would be quite wrong to make this switch. Mr Strong has settled down in the Turks and Caicos and has no wish to transfer to the Caymans.

BRIEF NO.6: GOVERNOR, ST HELENA

Mr G C Guy's extension is straight-forward.

ANNEX J: OFFICERS CONSIDERED BUT NOT SHORT-LISTED

All the Hong Kong officers put forward were volunteers. Messrs Henderson, Barnes and Mason were the only ones recommended by Hong Kong as worthy of serious consideration. However, since the Governorships of Belize and the Falklands were regarded as obvious slots for DS officers, only Montserrat remained and none of the Hong Kong applicants were regarded as being anywhere near as well qualified as the recommended candidates.

Mr Turner is considered as potential Governor material but he will not become available from New Hebrides until the second half of 1980 (i.e. after independence). This would be too late for the Governorship of Montserrat.

Mr Peters was not regarded by POD as being on a par with the other candidates they put forward.

I shall have the c.v.s of these candidates with me at the DTSAB meeting.
