NOTES ON THE BRIEFS FOR
DEPENDENT TERRITORIES SENIOR APPOINTMENTS BOARD
BRIEF NO.1:
GOVERNOR, BELIZE
He has the
Mr JP I Hennessy would certainly be our first choice. right sort of experience to deal with Ministers in a Territory such as Belize which has been ready for independence over a long period. He has been through independence in Lesotho and will therefore be aware of the problems involved should there be any question of Belize moving further in this direction.
Mr A S Papadopoulos has had HMOCS experience but it has not been so relevant as that of Mr Hennessy.
BRIEF NO.2:
GOVERNOR, FALKLAND ISLANDS
Mr Parker has pronounced himself ready to stay on for another year. You have discussed this with Mr Hall and Mr Ure whose view is that the final decision on this question should be deferred until after Mr Ridley visits the Territory in mid-July, but that the Board should give its recommendations on a replacement.
Mr R M Hunt would be our first choice. He has had HMOCS experience up to District Commissioner level and would probably have gone further had he not left Uganda on independence. He is regarded as a good field man and is considered particularly good with people both important assets for the Governorship of the Falklands.
Mr M E Heath has wide DS experience but none with HMOCS.
BRIEF NO.3:
GOVERNOR, MONTSERRAT
Mr D K H Dale and Mr W W Wallace have been put forward.
Both agree
You have acquainted Mr Cortazzi and Mr Stratton with Mr Duff's view that Mr Dale is the stronger candidate for this job. that he has the edge on Mr Wallace.
Mr Dale was put forward at the last DTSAB meeting as a very strong candidate for the Governorship of the Turks and Caicos but was rejected. Should neither he nor Mr Wallace be considered suitable for this appointment, we do have Mr Sanders (c.v. attached) as a possible alternative. He is a strong candidate but was unwilling for his name to go forward on this occasion as he did not feel he had sufficient time to come to a decision. I think that he might, if necessary, be open to persuasion. Timing would be no problem since Mr Wyn-Jones has pronounced himself willing to stay on until 1 April 1980 when Mr Sanders would be free.
