The first three candidates are regarded by this department as being suitable for the post of Governor, Montserrat, though Mr Turner does not have the breadth of experience of the other two and there would be difficulties on timing if he was chosen.
The remaining candidates have all volunteered for these vacancies in response to a telegraphic trawl to Hong Kong. The Hong Kong Govern-
