WALTER WILKINSON WALLACE, CBE, DSC
Mr Wallace was born on 23 September 1923. He is married and
has two children.
He was educated at George Heriot's School, Edinburgh.
From 1942-46 he served with the koyal Marines finally as a Temporary Captain.
From 1940-42 he was employed as an Insurance Clerk in Edinburgh. In 1948 he was appointed to Sierra Leone as an Administrative Cadet and served as Assistant District Commissioner from 1951-53 and as Assistant Colonial Secretary and Clerk to the Executive Council from 1954-55. From 1955-57 he was seconded to the Colonial Office and .shortly after his return to the territory became Acting Permanent Secretary in the Ministry of Works, Housing and Communications. From 1964-67 retirement from HMOCS in 1964 was Development Secretary. he served as Establishment Secretary on contract terms in the Bahamas, and from 1967 to June 1973 was Secretary to the Executive Council, Bermuda. He then acted as HM Commissioner Anguilla for three months from July to October 1973. He was appointed Governor of the British Virgin Islands, July 1974.

Earlier reports on Mr Wallace showed him to have been an excellent all-round officer who was energetic, thorough and level- headed, who displayed intelligence and great drive, and gave excellent service in each of the posts in which he served. said to be confident yet modest, to have great charm of manner, and to have established excellent relationships with colleagues and members of the public. Mr Kinnear, the then Chief Secretary, Bermuda, stated that he had been most impressed by Mr Wallace's ability and described him as a conscientious, hardworking, effective and able
