LEWIS MERVYN DAVIES CMG OBE
Mr Davies was born on 5 December 1922 and educated at St Edward's School, Oxford. He served in the Royal Naval Volunteer Reserve from 1941-46, was commissioned in 1942 and attained the rank of Lieutenant.
His first colonial appointment was to the Gold Coast in 1948 as an Assistant District Commissioner. From 1952- 54 he acted as Assistant Financial Secretary and from 1954- 56 was Senior Assistant Secretary (Housing Policy) in the Ministry of Works. In 1956 he transferred to the Western Pacific High Commission as Senior Assistant Secretary (Finance) and Chairman of the BSIP Ports Authority. He acted at various times as Financial Secretary before being promoted to that office in 1962. He was promoted Chief Secretary, WPHC, in 1965, acting on occasion as High Commissioner. In October 1970 he was appointed Deputy Governor of the Bahamas where he remained until July 1973, acting as Governor more than once. He then transferred to Hong Kong as an Administrative Officer, Staff Grade A in November 1973, serving first as Deputy Secretary for Environment and subsequently as Secretary for Security, which post he still holds. He was promoted to the rank of Secretary, Government Secretariat on 1 January 1975.

Confidential reports on Mr Davies show him to be a thorough, hardworking and reliable officer, reserved by nature, but with an aggressive streak which makes some of his colleagues wary of him. His wide experience and balanced approach stand him in very good stead. He has seldom, if ever, received a report where the overall performance is marked lower than 'very good". As long
ago as 1972, Lord Thurlow, Governor of the Bahamas, considered Mr Davies 'suitable for early promotion to one of the few remaining posts of Governor'.
