GOVERNORSHIP OF BELIZE
1. In your minute of 15 February 1979 to Miss Falconer (copy to me) you refer to the Governorship of Belize as having been "temporarily upgraded to DS3 equivalent on an ad hominen basis” You went on to say that you expected the post to revert to DS4 when the present Governor retired at the end of the year.
2. I attach copies of minutes from Messrs Collins, Posnett, Shakespeare and Cortazzi written when this upgrading was being recommended and all refer to the post of Governor-not merely the present incumbent. Your own Head of Department's letter of 16 October 1978 refers to the additional political responsibility that has accrued to the post since it was graded DS4 in 1974. Mr Trainer of CSD in his reply of 27 October 1978 agreed that these responsibilities justified upgrading the post. The same letter asked us to keep possible reversion in mind if at some time in the future the situation in Belize were to change but our understanding is that the additional responsibilities caused by the Guatamalan situation which justified upgrading of the post will not have receded by the time ir McEntee goes. We, therefore, plan on locating a DS3 (or equivalent) to replace
him.
