CONDITIONS OF SERVICE FOR DS OFFICERS IN DEPENDENT TERRITORIES

I am sorry not to have commented earlier on your minute of 21 May, and Mr Hunter's of 7 June.

I entirely agree that conditions of service for DS staff in the Dependent Territories should be generally comparable with those they enjoy in DS posts. This ought to be possible under existing arrangements. DS officers seconded to Dependent Territories receive their career-related emoluments (ie salary and DSA) in the normal way, and are paid job-related allowances (ie local allowances including entertainment allowance where appropriate) calculated on the same basis as the corresponding DS allowances - that is to say, on the principle of giving people the money they need to do their jobs properly. There have occasionally been problems over calculating job-related allowances in the past. But now that it has been agreed that Dependent Territories should be included in the normal cycle of Inspections, it should be possible to ensure that no anomalies occur in future.

Accommodation is a difficult area. With the exception of Hong Kong and Bermuda, and possibly one or two other places, the Dependent Territories are poor and often cannot provide accommo- dation up to the standards that DS staff have come to expect. Unfortunately there is not much we can do about this. It would be impractical for the FCO to provide and maintain accommodation for all DS staff seconded to the Dependent Territories. In any case, it would not necessarily be desirable, particularly if it led to a gap between housing standards of DS staff and expatriates recruited on OSAS terms. What we can do is ensure that when poor accommodation results in officers having to spend more money out of their own pockets, this is adequately reflected in their allowances.

4. On the question who should pay for what posts, I agree that the dividing line I attempted to draw in my minute of 29 November is not a clear one. But I do not think it would be possible to rationalise the position by taking all posts on to the DS payroll, or by making them all the responsibility of the Dependent Territories. For obvious reasons, we would not want to do the former, and we could expect resistance from the Territories themselves if they were asked to pay for posts that they did not believe necessary for their purposes. It is certainly worth having a careful look at the posts that are at present on the DS payroll to see whether any can be transferred to local budgets without causing too much of a row. But I doubt, whether, this would lead to much change.
