CONDITIONS OF SERVICE FOR DS PERSONNEL IN DEPENDENT TERRITORIES

1. We have indeed been over this ground before (see HKA430/1 of 1978 attached). Since then Mrs Greig of PSD has produced a complete list of the officers concerned and their terms of service. This has been put up through PSD and will be circulated to interested departments. Mr Stansfield, Assistant in PSD told me this afternoon that he thought Mr Alexander, POD, was proposing to set up a small committee to look into the whole question. This may be so, or he may only be thinking of the meeting that Mr Alexander has suggested in his minute of 21 May.

2. We would certainly wish to be represented at such a meeting or on such a committee, as I suspect that the greater part of the information on the subject lies with HKGD although we are not responsible for all the officers. You suggested in discussion last week that we might take over from Home Section of PSD work connected with the recovery of moneys for DS Governors this might be brought up as part of the rationalisation. I have already got some details from the Estimates of the DTs concerned which shows that some of them, the Falklands in particular have allowed the Governor's salary element to fall behind that of junior officers. If any section is going to sort this out I think it is us.
