PASSENGERS IN ROYAL AIR FORCE AIRCRAFT-
INDEMNITIES
With effect from the 1st October, 1960, revised arrangements were introduced by the Air Ministry in respect of passengers in Royal Air Force aircraft under which all passengers, with the exception of United Kingdom civil servants, Governors and other persons for whom exemption has been especially agreed, will be issued with a passenger ticket setting out the conditions of carriage.

The new arrangements have been implemented for the dual purpose of simplifying the administrative machinery relating to persons who fly in Royal Air Force aircraft, and to establish that the Air Ministry's accepted liability in respect of death or injury or loss of, or damage to, property is restricted to the payment of compensation which would have been payable under the provisions of the Warsaw Convention, if it had been applicable, and thus make it clear that passengers enjoy the same right s as they would enjoy as passengers of a civil airline.

When, therefore, a Governor and his wife, family and personal servants travel in Royal Air Force aircraft, the Governor alone will be exempt from the issue of passenger tickets. The new arrangements will also be applied whenever a Governor "charters" such an aircraft.

This circular has been addressed to the Governor-General of The West Indies; all Governors and High Commissioners; Administrators; Resident Commissioners and the British Resident, Zanzibar; the British Commissioner and Consul, Tonga. A copy has also been sent to the United Kingdom Commissioner, Singapore for his information.
