FLIGHT INSURANCE UNDER COLONIAL DEVELOPMENT

AND WELFARE SCHEMES

My prodecessor's Circular despatch of 23rd August, 1948, recommended that provision should be made in pensions legislation in respect of officers who are killed or injured while travelling by air on duty. Some administrations have not adopted the recommendation and continue to insure officers travelling by air at Government expense. Since this practice is at variance with United Kingdom Government regulations, it will not, in future, be permissible, as a general rule, for the cost of personal flight insurance to rank as a re- imbursable item under Colonial Development and Welfare Schemes. I am, however, prepared to consider exceptionally the raising of such a charge in the case of staff employed under schemes operated for the benefit of more than one territory. Exceptional treatment in this regard will, however, require my prior concurrence.

This Circular has been addressed to the Governments of British Honduras, Fiji, Jamaica, Kenya, Nigeria, Northern Rhodesia, Nyasaland Tanganyika, Uganda, and Western Pacific, and to the East African High Commission and West African Inter- territorial Secretariat.
