Civil Service Staff Disputes

Since I wrote to you on the 21st November, we have made considerable progress towards setting up the proposed new body, now to be called "The Standing Commission on Civil Service Salaries and Conditions of Service".

On the 12th December, Executive Council considered Memorandum XCC (78)95, a copy of which I now attach, together with a copy of an explanatory press release. They agreed the proposals with some minor changes.

You will notice that the approval of the terms of reference and composition was specifically "subject to consultations with staff associations" and we have now begun this consultation process. We should have all views in before the end of December and will then be able to assess whether we need to go back to Executive Council to make any changes to the provisional terms of reference.

We have not yet consulted Executive Council about membership, except to tell them orally and in confidence that it is proposed to have Sir Yuet-keung KAN as chairman, However, on 12th December we gave the Chairmen of the three main staff associations a list of possible members, in confidence, and we shall be meeting them on the 19th December to discuss their views before we proceed any further. In all these matters it is clearly important that as far as possible we carry the staff along with us, although this inevitably means some delay.
