The original announcement about the Commission created considerable interest and was generally welcomed. If Members advise that the terms of reference are appropriate, it is proposed to issue an early press release announcing that terms of reference have been provisionally agreed by the Governor in Council subject to the outcome of consultation with the Staff Side of the Senior Civil Service Council and to any comments by individual staff associations. The formal terms of reference would not be revealed at this stage but would be summarised in general terms. It would also be announced that new pay claims will have to await the establishment of the Commission.

Honourable Members will be invited to consider and advise whether the proposal to establish a Commission with the terms of reference set out in paragraph 5 and the composition set out in paragraphs 6 and 7 should be approved, subject to consultations with staff associations as set out in paragraphs 9 and 10.
(The Secretary for the Civil Service (Mr Martin ROWLANDS) will attend before the Council for the discussion of this item).
