3-tier structure for the Social Welfare Officer grade and point 36 as the maximum pay for the Assistant Social Welfare Officer rank. A further meeting will be held with the Association to explain Government's position once a reply to the letter has been finalised.
Welfare Supervisor grade
Officers in the grade are mainly officers- in-charge of institutions. At the meeting on 13.10.78, representatives of this grade asked for priority over Principal Welfare Assistants and Welfare Assistants when regrading of the existing officers to the new Social Work Assistant grade takes place. However they did not raise any objection to the restructuring proposals. They have now voiced their demand for automatic regrading and other improvements in conditions of service in public and are threatening to hold a two-week sit-in if their demands are not met. SWD will be meeting the representa- tives to resolve the dispute.
Welfare Assistant grade
As a result of a joint staff/management meeting on 12.10.78, a Working Group was set up to re-consider the duties of the Welfare Assistant and Principal Welfare Assistant which would give the staff side another chance to re-argue their case for a bigger pay increase. Staff inspections of representative posts of the grade have been completed. At a meeting among representatives of the staff side, the Social Welfare Department and the Civil Service Branch on 27.10.78, to discuss the findings the Civil Service Branch indicated that on the evidence available, a further increase of one increment at the minimum of the Welfare Assistant scale (but no change on the maximum) could be justified. It was agreed that Civil Service Branch should now produce a draft report for joint consideration.
