Not satisfied with the pay scales proposed, the Welfare Assistants and Principal Welfare Assistants staged a 2-day sit-in on 9.10.78 and 11.10.78 (10.10.78 being a public holiday). They suspended the sit-in after being warned that a continuation would result in stoppage of pay, and after informal discussions assured them that their views that their duties had not been properly described would be jointly examined in a Working Party.

The Assistant Social Welfare Officers also staged a sit-in on 9.10.78 but after informal discussions resumed work on 11.10.78 when a formal meeting between staff/management was held.

Meetings with representatives of other individual grades/ranks were held while letters explaining the package were sent to officers in the Welfare Assistant, Welfare Supervisor and Social Welfare Officer grades. Reactions to the proposals differ from rank to rank and, in certain cases even within the same rank, the officers' reactions are mixed,

Current situation

The current situation is as follows:

(a) Social Welfare Officer rank

A meeting among representatives of the Social Welfare Officer rank, Social Welfare Department and Civil Service Branch took place on 18.10.78 when the staff were explained of (i) the rationale behind the 4-tier, as opposed to the 3-tier, structure for the Social Welfare Officer grade and (ii) the reasons for setting the pay scale for Social Welfare Officer at points 35-40 ($5,595-$7,110) of the Master Pay Scale, as opposed to that at points 35-45 ($5,595-$8,945) requested by the staff. The proposals have been tacitly accepted by the staff.

Assistant Social Welfare Officer rank

A joint staff/management meeting was held on 11.10.78. As a result, it appeared the majority of the then Executive Committee members were satisfied with the offer to raise the maximum pay from point 30 ($4,435) to point 34 ($5,325) of the Master Pay Scale. However other members of the Staff Association still pressed for point 36 ($5,865) as the maximum pay point. At an Extra- ordinary General Meeting of the Association on 20.10.78, the Executive Committee members resigned and a new Committee was elected. In a letter to the management, dated 25.10.78, the new Executive Committee reiterated its original demands for a
