Hawk Aircraft (Sale to Indonesia) Mr. Frank Allaun asked the Secretary of State for Foreign and Commonwealth Affairs if he will ask the Indonesian Gov- ernment to undertake that eight Hawk ground attack/trainer aircraft sold to the Government will not be used against the people of West Papua, New Guinea.

Mr. Rose asked the Secretary of State for Foreign and Commonwealth Affairs whether any provision has been made in relation to the contract of sale of eight Hawk ground attack/trainer aircraft to Indonesia to prevent their being used in actions against West Papua. New Guinea; and if he will make a statement.

Mr. Luard: My hon. Friends' Ques- tions relate to the Indonesian province of West Irian. On the general question of arms sales, I have nothing to add to the reply I gave to my hon. Friend the Mem- ber for Harlow (Mr. Newens) on 24th April.-[Vol. 948, c. 521-2.]

Chile (Ambassador)

Mr. Geoffrey Finsberg asked the Sec- retary of State for Foreign and Com- monwealth Affairs on what date he with- drew the British Ambassador to Chile; and when he proposes to appoint a replacement.

Mr. Rowlands: The last British ambassador to Chile was withdrawn on 30th December 1975 as a protest over the treatment of Dr. Sheila Cassidy, and was later assigned to other duties. My right hon. Friend continues to keep the position under review, but he has no intention of appointing a replacement at present.

Hong Kong (Audio-typists' Dispute)

Mr. Hooley asked the Secretary of State for Foreign and Commonwealth Affairs what progress is being made in the dis-

pute between audio-typists and the Goya ernment of Hong Kong; whether an inde- pendent arbitrator has yet been appointed; if so, whom; and if he wil make a statement.

Mr. Luard: Nearly three-quarters of the staff involved have accepted the Gov- ernment's terms. No arbitrator has been appointed. My right hon. Friend's officials remain in correspondence with the Hong Kong Government over the issues in dispute.

Aid Budget

Mr. Forman asked the Secretary of State for Foreign and Commonwealth Affairs how much and what proportion in percentage terms of the total official aid budget was taken up in administrative costs (a) in the United Kingdom and (b) in the recipient countries so far as the Diplomatic Service and the British Coun- cil, respectively, were concerned in the latest full year for which figures are available.

Mr. Rowlands: The Diplomatic Ser- vice spent £136,000 in 1976-77 on aid administration in the United Kingdom, equivalent to 0·03 per cent. of the official aid programme. The cost in recipient countries was £1,257,000 equivalent to 0-24 per cent. of the aid programme. Administration charges for programmes wholly funded by the Ministry of Over- seas Development and executed by the British Council in 1976-77 totalled £4,215,000 or 0-79 per cent. of official aid. These costs exclude the Ministry of Overseas Development's general grant in support of the Council's core budget covering its aid and cultural activities. It is not possible to divide administrative costs between those arising in the United Kingdom and in recipient countries.

Argentina (Frigates)

Mr. Grylls asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the im- plications for the security situation in Latin America to the proposed supply of British-designed frigates to Argentina.

Mr. Rowlands: In any sale of war- ships there are several years between the award of a contract and the delivery of a first ship, and many years until com- pletion. It is therefore impossible to
