HONG KONG: SHORTHAND AUDIO-TYPISTS' DISPUTE: LETTER FROM LORD BROCKWAY
1. Lord Brockway wrote to Lord Goronwy-Roberts on 27 April about the continuing dispute between the Hong Kong Government and the Shorthand Audio-Typists' Association (SATA). Lord Brockway, who put down a Question in the House of Lords about the dispute on 30 January, says he has recently received a letter from SATA stating that there have been no developments in their case.
2. Mr Frank Hooley MP put down a PQ for answer last week on the dispute. The reply was based on material provided by the Hong Kong Government in their telegram no. 551 of 2 May. The Hong Kong Government say they are willing to resume negotiations if SATA can produce fresh matters for discussion. But, as was made plain in the latest quarterly report of the Civil Service Branch, they really believe that the dispute is no longer a live issue, and that the minority of SATA members who have not yet accepted the Government's proposals will do so as time goes by.
3. I am proposing to write to Hong Kong on the lines of the draft at Flag F, urging them to recognize the need to make some sort of a gesture. If this (together with the approach being made by Mr Thompson of this department, who is at present in Hong Kong with instructions to take the subject up with the Civil Service Department) does not do the trick, then I suggest that Lord Goronwy-Roberts should write to the Governor.
4. In the meantime, I recommend that Lord Goronwy-Roberts should reply to Lord Brockway on the lines of the attached draft.
