When you have completed the Stage I, I trust that you will have a general picture towards the cause of dispute as well as the formation of the present Committee. During the period, the Official Side was employing delaying tactics and turning around attitude. the meantime, in reply to the request of Mr. Scott, the then Secretary for the Civil Service demanding for fresh evidence, the S.A.T. Association then presented a letter stipulating the essential details in supporting our claims. In the Stage II, I wish to draw your particular attention to the discrepancies in the PIU Report (Pay Investigation Unit Report) of the Official Side, and the contents of our verbatim minutes dated June 20, June 29, July 7, July 21 and July 22, 1977. Unfortunately, until present we have not received any reasonable explanation nor appropriate clarification.
