Dear Mr. Hooley,
I have received a letter from Mr. Bloom, Assistant Secretary of National Union of Public Employees in which enclosed photo-copies of your letter to Lord Goronwy-Roberts and the parliamentary answer dated 4 May 1978. To my knowledge, the said answer does not fully reflect the background of the trade dispute. Therefore, I am enclosing the relevant documentary exchanges between the Official Side and Staff Side for your evaluation; in addition, the cause of forming another new S.A.T. Committee and why there are of the staff accepted the Government's terms.
To generate a whole picture towards our case and for your easy reference, the enclosures are classified into two categories namely, Stage I and Stage II. Kindly examine the enclosed papers in accordance with its appendices as follows:
