The Chairman said it was a happy solution. He asked if he could refer back to their latter of 17th July 1977 in which the staff side attached the result of their survey. He was pleased to see that the Staff Side had called off the "work-to-rule" action - a gesture of sincerity. He expectad the Staff Side would be pleased to see the salary increase in general adjustment of all civil servants. They found the Staff Side'a results of Jurvey of SATs who were performing PS duties for the officers at the rank of D2 and above. It was interesting to the Official Side and Mr. Linthwaite had already started work on the list and looking for the posts the Staff Side had listed. They had in the short time already been able to have the list shown. He thought it was already clear to the staff side that the scope for upgrading to P.S. level was very great.

The Chairman said Mr. Linthwaite might be able to tell the Staff Sidə a little more about what they had done so far on that point.

Mr. Iinthwaite said there were two lists attached to the SATU's latter. The first list was the names of officers who were working to officiers at D2 and above without acting pay and the second list was the (pames of officers who were: Barving officers on D2 and they were receiving pay. In dealing with the second list, Mr. Linthite had confirmed that (47) of the Stenographers for SATs on the name list were in fact acting PS and provided they reached a number of days they should be getting acting pay so that there was no need for them to say any more on that list. Then the other list contained 33 names and the Official Side had to look at the workload and the ranking of the officiers to whom those girls did the job. It appeared that 23 of the 33 posts should be upgraded to PS grade and they vere taking stepa to have this done as quickly as possible and they could get it through to the Finance Committee. Then regarding the other 10 posts who were Stenos and SATS working to officers for whom PS had already been supplied. In other words the Crganisation and Methods study had produced Forkload for those posts which could be covered by the PS already in the department. So, the first step for those posts nas for the Civil Service Branch to ask the Departmental Secretary to explain why SATs was providing gecretarial service; if indeed she was to serve officer for whom secretarial service of the proper level FS had already been supplied (as already on the establishment). He said in the intereat of the young ladies they would do it as 3oon as possible. That was what he could say on that point.

Mrs M. Cheng referred that just then the Official Side said 23, poste out of the 33 would be upgraded, the Staff Side would like to know, the names of those 23 posts.

Me. Linthanita read the names. He said he could not commitṭhimself to 23, it might be 22 or 24.

The Chairman hoped that the Staff Side would take that as an indication of sincerity and the Official Side had got on the job as quickly as possible. A large proportion of those posts upgraded should perhapa help improving the promotion prospecta for SATs quite considerably.

The Chairman said they were now moving on to the main part of their letter concerning the pay scale and the Staff Side's various comments and questions in the letter. Mr. Hace came again today to answer the questions the Staff Side quoted in their letter. He noted that on page 5 the Staff Side said if the Official Sidə would answer that particular questions, the Staff
