83. Miam V. 50 maid that the Official side always said that the PIU wae an independent body but before PIU went out to conduct the survey they had been influenced by the Civil Service Branch giving them the ob description. The purpose of the 1976 survey was to be conducted Iter the recommendations when restructuring waa mada. I the aurwy. company 2214 was piokod out for comparison but actually the staff in that company, their shorthand spoed was only 50 ipm and typing speed was only 40 wwa whereas in the dovernment, even before the restructuring, SATO were required to typo at 40 wpm and take shorthand at 70 wpm. After the restructuring, the chorthand spoed had already been raised to 80 wpa for atenographeru. Hith such a discrepancy in the standard, how could the official side alain job comparability?

Mr. Mace said when the FIU went out to the private sector, they were concerned primarily with the tanks that they saw and whatever the job was bʊing done in the way which was fair and reasonable to iravo comparison with the work of the Civil Service. In many private firs, they did not specify speedo in shorthand tests, or something like that. They could never produce anything useful. What they did was to soe how they demanded their work to be done. It applied in a survoy before Kr. Made was away fras H.X. on the technical side in P..D. It happend to all these grades. They found not every firm and company incorporated had qualification entrics. In large organisation, it was necessary to have atipulated qualities because it was difficult to ensure common standard was maintained. What Hr. Hace had explained he thought he could anke the Staff Side understand, The primary responsibility van to go and look at work and make sure it was fairly comparable. They were not looking for the qualifications as they only asked for degree of work. They really did not ask for accuracy of specific speeds.

Kiss V. 50 said Just then Mr. Nace said that what the PIU were looking for was reasonable and comparable job to the job in the Civil Service, but since Nr. Kace said there was no stipulation of the speed requirements in the private company than how could Mr. Mace define the requirement for company 228 was 50 wpm.

Mr. Hoog said it was just information given to the PIU. Ee did not know oczpany 22H. They received any information they only recorded it truly.

Mian V. 80 said thanks. Mr. Hace was contradiating himself in answering the question because Mr. Hace said sarilier there was no speed stipulation in the private company but now ir. Mace said that 50 wpo was required which was given by then. The Staff Side would like to know whether that company had actually provided the PIU with such information,

Kaon naid he did not know that company off-hand. He did not know how to explain in this situation. The P.I.V. did not look at entry qualifications and decided what people should be compared with the Civil Service. The P.I.U. were looking at the type of job they did.
