Dear Mr Cheung,
At a meeting held on the 2nd May with Mr KWOK Yuen-hon, Gen. Secretary of the HKCCSA and the Chairmen and Committee Members of the Typists and Shorthand Audio Typists Units the Secretary for the Civil Service agreed to reply as a matter of urgency to the letter of the 29th April 1977 from Mrs Cheung, the Chairman of the SAT Unit, HKCCSA, in order that they would know his views before the meeting on the 7th May 1977 of her Members. Mr Scott has asked you to pass a copy of this letter to her before then.

Before going into the four questions Mrs Cheung wished to have answered, Mr Scott would like to reassure her, in respect of the second paragraph of her letter, that her Unit Committee is regarded as duly elected and representative.

We cannot however agree that blemishing the appearance of Government buildings with posters is a proper method of showing disappointment about disagreements between the Staff and Official Sides.

We do not think you would expect us to agree that past consultations have not been approached in a spirit of sincerity by the Official Side. All the evidence about the SAT 'grade has been examined with meticulous care, every point raised has been answered either in agreed minutes of meetings or in correspondence and the Official Side is always open to approach either by letter or meeting to give further consideration to the Unit's views. The Official Side has however to operate, in the response it gives, by established principles and policies. Some of these are :-

that Government, after consultation with departmental management, has to decide what jobs are required to be done, what kinds of officer are required effectively to do those jobs, what academic and technical background officers require and what training is required;
