The Chairman welcomed the Staff Side to the meeting. He hoped that the meeting would give both the Official and Staff Sides a clearer understanding of their respective positions on the restructuring of the Secretarial Class. He referred to his letter of 23rd April, 1977 which had included a reference to ending the preliminary period during which options would attract retrospectivity and noted that both Units had requested that the preliminary period should continue. He invited the Staff Side to explain their views on this point.

Mrs. Cheung, Chairman of the SALS Unit, said,
the preliminary period should be allowed to continue until agreement between both Sides had been reached;
the SATs Unit had further evidence it wiched to submit in support of a better package and they considered the grounds previously put forvard remained sound and adecuate and would like to have the existing grievances settler before submission of fresh evidence :
an ending of the preliminary period would mean that not all ADS would benefit equally from improverents which it was hoped would still be made to the package those who followed the Unit's advice and refrained from opting would only benefit from a current date. This would be difficult for Members to accept

the ideal situation would be full agreement by both Sides or a package which gave improvements to all, and this should be aimed for ?
the CATS Unit would welccre, in time for their special meeting or 7th May, 1977, a reply to the four questions put in their letter dated 29th April, 1977, to the Secretary for the Civil Service.
