We have grouped in this class all grades which are based on secretarial skills, that is tying and shorthand nd those which require secretarial qualities (though not necessarily the specific skills). All the grades except L'iose of Court Reporter are excluded from the Equal Pay Scheme and as a result the ladies in them have been progressively losing out in comparison with their sisters who have been gradually catching u with the men in Equal

Before the acceptance of Salaries Commission Report by the Government, the salary scale of Shorthand/Audio Typists was led by five points at entry when compared with Clerical Officer II (female), together with maximum equivalent to the entry point of Clerical Officer I (female). The 1971 Salaries Commission by then introduced the following Equal Pay Scheme for Chorthond/Audio Typists
and Clerical Officers II :-

In com urison, the sudden change caused a huge salary gap of which Shorthand/ Audio Typists suffered from. This revealed that the Shortland/Audio Toists were in fact discriminated by the Government and Salarico Commission whilst other grades in the Civil Service having the same or similar academic quali- fication enjoyed the 'equal pay' and 'pay for the job' olicies. That the acceptance by the Government of the princiule that Civil Servants' selary should be determined on the basis of 'pay for the job' without differentiation in terms of merit, marriage or family statuc and of 'equal pay for equal job' have not been applied. It should be noted that not until the formation of this Unit, had there been any Civil Servants' Association airing the grievances for Shorthand/Audio Typists. In addition, our grade of no male officers is further ignored and discriminated by the Government.

1976 Restructing: The present salary scale for shorthand/Audio Typists is 1920-$1,515. With so-called restructuring, the Government intended to introduce on 8.12.76, entry point for Shorthand/Audio Typists was lowered by one point to $855 as subsequently the maximum point was lifted up by two points to $1,735 as a remedy to the longstanding grievances. Wo recogni that this now salary structure has in fact not compensated in the monetary loss nor could this now salary structure be commensurate fairly with the value and responsibilities of the Shorthand/Audio Typist grade.
