He, petitioners, are members of the Shorthand/Audio Typist Unit of the Hong Kong Chinese Civil Servants' Association, which was constituted in Hong Kong on 22nd November 1975 and recognised by the Hong Kong Government for the purpose of constitution of matters affecting the Shorthand/Aduio Typist grade. The Unit aims to look after the interests and welfare of Shorthand/Audio Typists and the conditions of service of the grade.
Your petitioners humbly submit that the present salary structure and promotion prospects as regards their members are unsatisfactory and. wholly inequitable for your sympathetic consideration.

1905 Salaries Commission: The Salaries Commission has been informed
that a new Fade of Shorthond/Audio Typist has been created with a salary ranging fro. $420-$445 at entry point to $755-1775 at the maximum point. The Commission remarked that:

le regard this new grad as having a three-fold purpose. In one aspect, it should afford a promotion rade for competent copy-typists, while in another it should serve as a training grade for potential personal secr......aries. Finally, it must provide a career salary for the Shorthand/ Audio Ty ists who cannot qualify for further advancement. With these considerations in mind we have recommended a
inimum salary which will provide a sufficient incentive to promotion from the typist gradc: at the top, to satisfy the needs of a career salary, we have endorsed the existing overlap with the lowest point on the scale for Personal Secretaries Class 11."
The Shorthand/Audio Typist pay scale therefore started at Point & to Foint 16 of the Scale 'C' but in fact the Shorthand/Audio /Typists drew 75 per cent of the pay as well as other female staff in the
Civil Service. Even so, the Shorthand/Audio Typists at that time with equal academic qualification plus professional training, were awarded five points ahead at entry, and received equivalent maximum when compared with the Clorical Officer II (female). The following chart tabulated :
