Mrs. Cheung said that the present S.A.T Committee, which had been elected at a General Meeting held on 4th December 1976 would like to ask the Official Side-to-suspend the implementation of the restructuring of the Secretarial Class until agreement on new proposals which would be submitted by the present Committee had been.reached. More than 330 S.A.T.s had on the 24th November 1976 written a letter to the Secretary for the Civil Service requesting that implementation of the restructuring of the Secretarial-Class-be held in abeyance for 2 months because they were not satisfied with the way in which the first Committee had consulted with Government on their behalf. The first Committee had had no authority to come to any agreement at earlier meetings with the Official Side because the Unit had then comprised only approximately 130 members.

The Chairman said that he had been informed by the IIKCCSA on 23rd February 1976 that the HKCCSA had a SAT Unit. The HKCCSA had at the same time forwarded a petition which had been signed by the Chairman of the Unit and they had endorsed it. The same Chairman and her Committee had on 17th August 1976 been officially introduced to the Official Side by the HKCCSA as representing SATs in Government. Consultations had accordingly taken place with the KCCSA and the Unit Committee and an agreement on a package had been reached with them on the 29th October 1976. Mrs. Cheung said that she and the new Committee did not wish to recognise the consultation that had taken place with the first Committee and would like to have the agreement reviewed and confirmed by both Sides.

Miss V. SO said that the minutes of the previous meeting had not been confirmed and they disagreed with a number of points. It would be unfair to carry on consultations whilst implementation of the restructuring was proceeding. She said that the first S.A.T. Committee had had no mandate to come to an agreement with the Government. The Chairman said that the first Committée had agreed to the proposals as a package. They -had been introduced as representing SATS and were therefore empowered to come to an agreement on SATS' "behalf. The minutes of the meeting could be amended if appropriate. Mrs. Cheung said that all matters agreed by 2 the first Committee were not recognised by the new, re-organised Committee.

Miss V. SO referred to the last sentence of paragraph 4 of the memorandum from the Secretary for the Civil Service to Heads of Departments, reference PR G/50/620 dated 15th December 1976, which stated:

"It should be made clear to all officers before they exercise

their option that there can be no advancement to supernumerary posts in obsolescent ranks. 11

and said that the above clause would seem to be unfair to the S.A.T. grade in that SATs were not being given an opportunity for advancement should they opt for the new terms, we qu

The Chairman said that the sentence referred only to obsolescent ranks and that SATS, whatever their option, would retain their advancement prospects to the rank of Personal Secretary and in addition have further prospects to the grade of Supervisor of Typing Services. H
