(ii) the entrance examination should test

three specified subjects, viz. English Language, Chinese Language and Arithmetic, to establish common standards in the light of the varying standards of different schools;

(iii) a higher entry standard, if it can be

obtained, is desirable in the light of mild criticism on the part of some departments of the level of performance in comprehension and transcription from hand-written drafts by Typists (a comparison with the private sector has revealed that their entry standards are higher than those of Government). Entry with Certificate of Education qualifications in the above

three subjects should therefore be encouraged; (iv) entrants with Certificate of Education passes in the three specified subjects should be exempted from the entrance examination and required to attend an interview and undergo tests in technical skills only;

(v) speed in typing should remain at 30 w.p.m.

on entry to attract sufficient entrants (97% of new entrants fail at 50 w.p.m.), but as a speed of 50 w.p.m. is a desirable typing speed and is easily attainable in a working environment, a pass at 50 w.p.m. should be insisted upon before confirmation;

in respect of duties,

(i) these should normally be performed in pools

under the supervision of a Supervisor of Typing Services, or, individually or in groups under generál supervision. Typists shall be required to type, proof-read typed copy, insert and number faired enclosures on minute sheets of files, answer telephones and take messages;

(ii) where Typists are employed in small sub-

offices they will be required to perform the same duties but may in addition be required to undertake one or more subsidiary tasks of a minor clerical or secretarial nature directly related to their normal duties. Such tasks should form no more than a small fraction of their work;

in respect of pay scale,

(i) as the basic job content remains unchanged

and there is no recruitment problem, the present minimum should remain unchanged, i.e. Point 2 ($730); and,
