I write following the meeting on 5th October 1976 chaired by Mr Scott, at which we discussed the proposed revised structure for the Secretarial Class and in particular the effects of restructuring on serving officers. It was explained at the discussion that the Committee to review the Secretarial Class was set up by the Secretary for the Civil Service before any representations had been made by the Typists Unit of your Association, and before the . Unit attained representative size. An assurance was given to you that the representations made by the Typists Unit and forwarded under cover of your letter dated 23rd February 1976 were considered by the Committee and the various points made in it were borne in mind throughout the course of its deliberations. As a matter of fact, their representations formed an annexure to the final Report. The Committee was working to terms of reference prescribed by the Secretary for the Civil Service and was convened following a survey by the Organization & Methods Division of the Secretarial & Typing Services in Government. The report itself however was prepared as an internal working document and not as a report for consultative examination.

As a substantial number of Secretarial Class staff are now members of your Association, it is agreed that it is appropriate to forward to you the proposals for revising the structure of the Secretarial Class, together with supporting reasons and related documents. A copy (No.7) of the Pay Survey of certain ranks in the Secretarial Class is also forwarded herewith.

As is usual when copies of a Confidential Pay Survey Report are sent outside the Government Secretariat I must ask you to ensure that the Report is seen only by those members of the sub-committee (or unit) of your Association who are directly concerned with the matter under consideration. I should therefore be grateful if you would supply me with the names and ranks of the officers who will have access to it.
