We have now received from the Commissioner of Police in Hong Kong the Charter for our new Counsellor (Hong Kong Affairs). I enclose a copy.

2. As you will see, the Charter also describes Mr Ley's duties in his role of United Kingdom Drug Liaison Officer. You may, therefore, wish to pass copies to de Deney at the Home Office for onward transmission to the Central Drug Intelligence Unit, New Scotland Yard, as well as to Hong Kong and General Department and the Overseas Police Adviser.
