THE MA CASE

1. We have seen press reports that Ma Sik Chun has recently fled Hong Kong while on bail and gone to Taiwan.

2. The Ma case is one in which Mrs Elliott has taken a regular interest and it is not impossible that we might hear further from her in the light of recent developments. To prepare us for such an eventuality I should be grateful for any background you can give. Perhaps you could also let me know what, if anything, you feel able to do now.

I understand that Peter Lee, at a recent meeting with the Home Office, expressed the opinion that there was a good deal of public disquiet in Hong Kong at Taiwan being used as a refuge by an increasing number of fugitives from justice in Hong Kong. I also understand that Peter intends to raise this at the next Interpol Assembly. Given that there can be no extradition treaty with Taiwan, I wonder what less formal steps you can take or are already taking to block this route. Perhaps through Interpol.
