Documents considered.

1. Copy telex sent on the 19th March, 1978 from the Hong Kong Preventative Service (Mr. K.S. Tong) to Monsieur Pignot, Direction Nationale des Enquetes Dovanieres stating that three narcotic suspects left Hong Kong for Bangkok on the 17th March, 1977 and were identified as (1) Chan Ming Fai and (2) Rita Nightingale and (3) Yip Keung with the additional information that Chan and Nightingale have onward tickets to Paris by A.F. 193 dated 19th March, 1977 arriving Paris 20th March, 1977. The telex states "Chan believed to be escort and Nightingale courier with Yip suspected to be the organiser who may travel with other flights, please intercept and advise result". This telex is timed as being sent in the afternoon.

2. Copy telex from Hong Kong Preventative Service to Thai Customs identified as Mr. Som Chi Nuk from K.S. Tong indicating that two D.D. (presumed dangerous drugs) suspects left Hong Kong for Bankkok by K.E. 601 March 17th, 1977 and named only two suspects Chan and Rita (it is noted that Yip is not mentioned) This telex also states that both have onward tickets to Paris and that Chan is believed to be escort and Nightingale. courier with instructions to intercept and advise. This telex is timed

in the morning.

3. Telex from Thailand to Hong Kong telling of arrest of Chan and Rita

and that 4 kilograms of heroin in Nightingale baggage with request for information on Chan "concerning conspiracy". This telex does not appear

to be dated on the copy available.

4. Telex reply from Hong Kong to Thailand dated 21st March, 1977 "We are pleased with the successful interception. Regret no evidence to

connect Chan in conspiracy.

5. Report form dated 31st March, 1977 headed Commerce and Industry Department Hong Kong on the subject of "D.D. suspect on route to Europe via Bangkok, This is a 5 page document divided into some 14 paragraphs which refers to the incident on the 17th March, 1977 when Chan "was singled out" at Kai Tak Airport by officers of "Airport Special Squad" for search prior to his departure to Bangkok. Chan was found to have an Air France ticket with confirmed booking for Paris. Reference is made to scrutiny of the passenger manifest of the flight in question (Korean Airline Flight KE601) and "Airport Special Squad" form the opinion that Chan would have travelled together with British girl known as Rita Nightingale.
