(iii) we still have no knowledge of any major

syndicates in operation at the present

time:

we know of a number of minor

splinter groups now operating and their activities are being closely monitored;

(iv) to sum up: in terms of police corruption,

there has been some deterioration since

last November - this was to be expected. But we have the resources and the determination to ensure that it does not again get out of hand, or anything like it. What is potentially more worrying are the signs that some

policemen are becoming actively involved in the management of illegal gambling and vice activities. This, of course, takes them out of the ICAC's consideration and becomes a matter for police action.
