Thank you for sending me a copy of your "report" on the police. I do not propose to comment in detail, but I was surprised (and somewhat shaken) by your
attribution to ICAC, in para 5, of a statement "that a very large number of actively corrupt officers are still about".

As far as para 5 is concerned, I do not know where Mr Stewart obtained the impression that 'a very large number of actively corrupt officers are still about'. I may have said that a very large number of formerly corrupt officers were still about
on the other hand he may have built this statement on the fact that we said there had been a resurgence of vice and illegal gambling activities which could have corrupt connections. However, we did make the point that some police officers were now taking an active part in the management of such activities.
As I see it:
(i)
the present position is far better than it was, say, two years ago; but
(ii) since the end of last year, there has been an
increase in (a creeping back of) vice and illegal gambling activities: as Mr Harknett says, this could (almost certainly does) mean an increase in corrupt activities. But I would certainly not in the Hong Kong context have interpreted this as meaning that a 'very large number' of policemen are still on the take;
