Campaign Against Corruption.
The Foreign and Commonwealth Office have been asked to advise The Leader of the House of Commons on the attached "early day" Motion.
An "early day" Motion is not normally debated unless the Government provide time for it. Members who support the objects of this Motion are likely to press the Leader of the House, when he makes his regular Business Statement on Thursday each week, to provide Government time for a debate. He will usually want to refuse politely.
Would you please prepare a speaking note which the Leader of the House can use if the attached Motion is raised? The note should be headed with the subject and number of the Motion and should be typed on blue crested paper with 3 copies. It should consist throughout of material which the Leader of the House can use verbatim.

The first paragraph should be headed "Line to Take", consist of no more than 3 sentences and should include references to any recent or impending Questions or debates on the subject. example might be "The Government's view on this matter is already known to the House. It is that we support/deplore/understand the actions/feelings referred to in the Motion but we have no power on the ground/proper locus standi to intervene. This has been made clear by my right honourable Friend the Foreign and Commonwealth Secretary in answer to Questions on
[references to be attached] and I do not think a separate debate on the subject is necessary". This paragraph should be followed by 2 or 3 supple- mentaries which the Leader of the House 'could use if he were pressed on the Motion. Any passages not for use should be so labelled.
The Note should be on one single side of foolscap and should reach me by om Wednesday (TODAY) 12th APRIL 1978.
