CAMPAIGN AGAINST CORRUPTION

Line to Take
The Government's view on this subject is already known to
the House. We fully support the Governor of Hong Kong in his
determination to support the vigorous operations of the Independent Commission Against Corruption and its effective fight against corruption in all sectors of public life. This was made clear by my hon Friend the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs in replying to a question on 7 December 1977 and I do not think a separate debate is necessary.
WHAT WAS THE ROLE OF HMG IN THE RECENT DISMISSALS?
The Hong Kong Government acted with the full support of the Government. My Rt hon Friend the Foreign and Commonwealth Secretary,
after careful consideration of each case, decided that it was not in the public interest for the 118 officers who were dismissed to remain in the Hong Kong Government Service.
WHY WERE NOT MORE OFFICERS PROSECUTED?

This is a matter for the Attorney-General of Hong Kong.
DOES THE GOVERNMENT EXPECT MORE PROSECUTIONS AND DISMISSALS IN THE NEAR FUTURE?
With the full support of the Government, the campaign to eradicate corruption is being pursued as vigorously as ever, and we can reasonably expect further action to be taken. But there are no cases now pending in which a large number of people are involved. The activities of the Independent Commission Against Corruption over the last four years have succeeded in eliminating all major syndicated corruption.
