ROYAL HONG KONG POLICE FORCE (RHKPF) AND THE JUNIOR POLICE OFFICERS' ASSOCIATION (JPOA)

For some years, the Hong Kong Government has recognized three Staff Associations within the Royal Hong Kong Police Force, all representing Senior Officers: the Superintendents' Association, the Local Inspectors' Association and the Expatriate Inspectors' Association. One of the grievances which led to serious disturbances within the rank and file of the RHKPF last autum was resentment
that the Hong Kong Government did not accord similar recognition to anybody representing the interests of junior police officers.
2. As part of a package designed to end the disturbances, the Governor agreed to the establishment of a Junior Police Officers' Association (JPOA). The Association was registered on 8 December and quickly achieved a high level of membership (11,500 or about 80% of the rank and file at the end of 1977). The setting up of the Association was organized by a self-appointed 18-man Preparatory Committee dominated by malcontents half of its members were officers who had been interdicted from duty because of suspicions that they were involved in corruption.

Interdicted officers were not eligible to stand for election
to the Executive Committee of the Association, which was due to be elected at the beginning of February, and would then have taken over from the Preparatory Committee. Because they suspected that the bulk of the membership did not support their extremist demands, the Preparatory Committee tried to create issues of dispute with the authorities to gain support. In particular, they attacked the disciplinary action taken against those involved in the attack on the Independent Commission Against Corruption headquarters in
