1. I submit draft replies and a background note to the four Priority Written Questions tabled by Mr Robert Parry MP (Labour Liverpool, Scotland Exchange) for answer on 8 March. The answers are based on information supplied by Hong Kong.
2. Mr Parry takes a keen and critical interest in Hong Kong: last year he put down 94 PQs on the Colony, covering a wide range of subjects. These questions would seem to have been provoked by a suspicion that the Hong Kong Government have been interfering improperly in the affairs of the newly created Junior Police Officers' Association. As will be seen from the facts set out in the attached background note, this suspicion is unjustified, though certain members of the JPOA have been deliberately trying to foster it in order to strengthen their position against the Government
