1. I submit a draft reply and background note to the Priority Written Question tabled by Sir Paul Bryan MP (Conservative Howden)

for answer on 21 June.

2. Sir Paul Bryan is Chairman of the Anglo-Hong Kong Parliamentary

Group and takes a close and sympathetic interest in Hong Kong. His question is no doubt intended to draw attention to the various reforms, designed to improve efficiency and morale, which are now being introduced following the recent review of the Royal Hong Kong Police Force by three police advisers from the Home Office.

3. The line of the proposed answer has been agreed with the Hong Kong Government.
