Hugh told me that when he was in Hong Kong recently he had the impression that there were doubts about the suitability of Morrin to succeed Richardson as Head of Special Branch. Crane formed much the same impression. I gather that Morrin's appoint- ment is nevertheless signed and scaled and that he will be taking over the job at the end of this month. It seems to un that this reinforces the argument for an inspection.

Finally, I should welcome your comments on the desirability of instituting regular independent inspections of the ¡JIKPF. along the lines of those carried out in this country. possibility might be to arrange for two-yearly inspections by one of HM Inspectors of Constabulary, timed to coincide with Michael Macoun's regular visits. If you think there is morib in this idea we could take it up with Colin Woods on your behalf
