If I may mention one current case,

at Fanling has been dismissed after suffering a number of frame-ups because he refused to join the corrupt system of promotion in 1968. He has put up a valiant fight for right, but injustice has prevailed.

I am aware that H.E. The Governor too has met with opposition for setting higher standards than have ever been set, and for creating the ICAC. His efforts were not sabotaged by low-ranking police, but by high-ranking officials behind the scenes, fearful for themselves.

Hong Kong was once almost free of serious crime. That it now has a serious crime problem is the result of a corrupt system that often frames the innocent but allows the guilty to go free.
