Before concluding this letter, I once again submit that what is required is adequate and independent machinery. I am glad to see that you have accepted Mr. Crane's advice for changes in the complaints office, and both Mr. Sanguinetti and I will be interested to see how it will work; at the same time we and many others appreciate very much this step in the right direction. In my opinion, however, no complaints office can succeed if manned by present members of the Police Force. submit that the machinery should be manned by independent persons interested in justice and not in public relations for the police.

I am now preparing a full report of cases, without names, except in those cases where it is possible to give them, to be sent to interested persons in the United Kingdom, which I shall be pleased to show you before being dispatched. Meanwhile I shall be happy to show you the evidence I already have, in confidence, and not for use by members of the Police Force, as at present constituted. It is really sad and frightening that one cannot confide in those to whom the enforcement of law and order is entrusted. In truth I sympathise with your many problems, and appreciate how difficult it must be for you to achieve anything which goes against vested interests, and more so in the delicate situation of the place, which one does not want to upset.

I enclose a photostat copy of a letter addressed to Mr. Sanguinetti since our report was made public, which, if true, may be yet another reason why "frame-up" cases are brought, particularly of the types I listed. You may care to ckeck. (MOTS stands for Membership of Triad
