a large degree of trust in the site Inspectors of Works and Works Supervisors. As with the A.9. contracts, the level of technical staff at the site will depend upon the value and complexity of the contract. At some sites Works Supervisors I at a maximum salary of just over $2,000 per month, may only be subjected to checks once or twice a wrock by an Inspector of Works and at wider intervals by the Project Engineer.
2.76 Thus, potentially, the same problems may crise on P.W.D. civil engineer-
ing projects as on building contracts. The complex requirements and stipulations of the contract with regard to the contractor create a necessity for close site supervision of the contractor's activities. The supervision is necessary not only to exercise quality control but to ensure that the contractor meets other conditions which may not, in themselves, affect either the rate of progress or the quality of the finished product. With only lower level technical F.W.D. staff permanently on site an environment can develop in which it is to the mutual advantage of both parties that there is a minimum of interference in the contractors activities and malpractices could develop. With the existing degree of supervision at the senior technical and Project Architect/Project Engineer levels it would be difficult to hold these officers accountable and it could be said that their goals are somewhat unrealistic; this is a point of viow to which the project professional officers interviewed readily subscribe.
