2.71 A Resident Site Engineer is constantly required to exercise judgement

and discretion. In practice he is given more discretion and delegated power then a Project Architect/Project Engineer. For central purposes he is responsible for making formal weekly and monthly reports to the consultants concerning all forms of progress at the site and, in turn, these reports are forwarded to the C.E.0. by the consultants. required to complete a quarterly confidential report on the performance of the contracter which is ftrwarded to the C.2.0. via the consultants. There is also a monthly sito menting, chaired by the Resident Site Engineer, which is attended by the Liaison Engineer from the Consultants Management Division of C.E.C., a contractor's representative and n officer from the client department of Government.

2.72 The Resident Sito Engineer also receives formal visits from the Contract

Adviser of the C..0. which involves some internal audit and discussion of ways and means by which contract administration can be made more efficient or of changes that may be required within contractual conditions i.e. quality control of the administration at sites. As a one--man outfit, however, it is clear that the Contract Adviser's visits to specific projects are few and far between and his role in the processes of supervisory accountability can only be advisory, rather than actual..

2.73 The Resident Site Engineer with whom we held discussions maintained that

he is able to exercise discipline at the site by means of his constant physical presence, his personal example, by the vigilance which he maintains over progress and quality control and, not least, by the knowledge of his technical staff that they will require a satisfactory report from him at the end of the contract in order to obtain further employment.

2.74 Civil Engineering Office - Froject Engineers

Although it must be stressed that we did not undertake a detailed

xamination of the duties and responsibilities of the C.E.0. Project Engineer it seems that there are considerable differences between the overall control of civil engineering contracts managed by Government and those managed by Consultants. We found, for example, that a P.W.D. Engineer can be involved in preliminary design work on as many as ton projects prior to the letting of contracts and, at the same time, bo the nominated "Project Engineer" in as many as four contracts. Furthermore, these contracts can be geographically spread many miles apart in the New Territorius, whilst the Project Engineer's office is in P.W.D. Headquarters en Hong Kong Island.

2.75 Tho C.5.0. Project Engineer, in these circumstances, finds it virtually impossible to apply the desirable level of supervision on site by means of regular site visits. In theory (as described by the C.E.O. Contract Adviser) a Project Engineer should normally visit each site at least twice per wouk and, if possible on a daily basis. The Project Engineer we spoke to found it impossible to carry out side visits with such frequency; his visits were more likely to be once per week.
