1. On 1 February, Mr Stan Newens MP, Mr Robert Parry MP and
Mr Stan Thorne MP wrote to the Minister of State about the death
of Liu Ping-hon. They enclosed a letter from
who complained of an inadequate police investigation of the case and called for an independent inquiry. Lord Goronwy-Roberts sent an interim reply to Mr Newens on
15 February.

The death, which occurred in rather mysterious circumstances
attracted considerable public attention in Hong Kong. Mr Liu was a young civil servant employed at the Yau Ma Tei police station, and some people suspected that there might be a link between hist death and the investigations of widespread corruption at that
station. As a result of public pressure, the case was re-opened by the Commissioner of Police. The re-investigation was completed in January and has brought to light additional evidence and witnesses. The Attorney-General in Hong Kong does not believe that the new evidence will alter the original open verdict on Mr Liu's death. However, he feels it would be advisable to make the new evidence public and has therefore ordered the re-opening of the Coroner's inquiry. The Coroner's inquiry is due to take place on 10 May and the Hong Kong Government have promised to keep us informed of developments.
3. In view of the long delay before the re-opening of the Coroner's inquiry, I recommend that Lord Goronwy-Roberts should send a further interim reply to Mr Newens and I submit a draft.
