who has been serving a life sentence
in Hong Kong.
I have just learnt that
in this country on 21 April.

I understand that he
was taken to HM Prison Oxford but that this is only a temporary measure until the Home Office make more permanent arrangements for him.
I am sorry I was not able to give you advance notice of this move: the final decision to make the move was not taken in Hong Kong until 14 April and we did not receive full details until the day that the prisoner himself arrived in this country.
