In order to facilitate traffic movements to the market towns of Sheung Shui and Fanling from the south, the section of Taipo Road between Taipo and Sheung Shui/Fanling is to be widened to a 2-lane dual carriageway as part of the New Territories Circular Road Improvements project. This work is programmed to be carried out in stages. That part of the New Territories Circular Road between Taipo and the junction of Taipo Road and Lam Kam Road forms part of a new road under Item NH4(11) and work is due to start by the end of 1979 while the section between Wo Hop Shek and Sheung Shui/Fanling forms part of Fanling By-Pass which is now in Category B of the Public Works Programme.

The middle section between the junction of Taipo Road and Lam Kam Road and Wo Hop Shek is an important link in this road improvement project. It is covered by Item NH4(9) which is in Category A of the Public Works Programme. It will be widened from the existing one lane in each direction to a 2-lane dual carriage- way, with 2-metre wide footpaths and cycle tracks for bicycles and trolleys on either side, to cater for the anticipated increase in traffic volume by 1981. Work is programmed to start in mid-1979. As part of this project, a grade separated interchange will be provided at Wo Hop Shek to replace the existing railway level crossing to facilitate traffic movements. Three pedestrian subways and three foot-bridges will also be provided at convenient locations.

Notification of the proposed undertaking illustrated on the A, B plans at Annexes A and B was first gazetted on 28th October 1977 in
the Government Gazette and in the Chinese and English press in accordance with section 3 of the Streets (Alteration) Ordinance (Chapter 130). During the statutory 1 month period allowed for objections, six objections were received and copies of the letters are at Annexes C to H.
