Introduction

The Shuen Wan Controlled Tip, which serves the eastern part of the New Territories mainland, was filled to capacity in mid-1978. A replacement controlled tip has been planned for use at Crown Ridge after the closure of the Shuen Wan Controlled Tip. However, the Secretary for the New Territories has advised that there has been considerable difficulties in gaining local acceptance for this project. As a result of this, it has been decided to extend the Shuen Wan Controlled Tip. An item has been included in Category A of the Public Works Programme to provide for this extension and engineering work has already commenced.

In order to provide some 250,000 m3 of filling material from an adjacent borrow area (known as Borrow Area 'Z' Tai Po) for the tip, it is necessary to construct an access road to the borrow area.

Some 2.6 hectares of formed land will later be made available in the borrow area for development.

Accordingly, the Director of Public Works has recommended the acquisition of 11, 850 square feet (1, 100.9 m2) of agricultural land for the construction of this access road. The alignment of the road and the general location of private lots to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the area of land to be resumed is the minimum necessary to implement the project. Compensation for resumption and clearance is estimated at $241, 000 and funds are available in the approved project estimate to meet this commitment.
