be offered space in local temporary housing areas. Ex-gratia domestic removal allowances of up to $1,000 per family may be payable to the displaced families from the Compensation Vote of the Housing Department, Genuine cultivator-families who opt to continue cultivation elsewhere may be eligible instead for an ex-gratia rehabilitation allowance of $5,000 per family but they will forfeit their priority for public housing.

In addition to the 12 temporary domestic structures mentioned above, a total of 57 other ancillary temporary structures including 2 aquaria, cow sheds, pigsties and chicken sheds will also have to be cleared.

The institution of formal resumption proceedings is recommended in case agreement with the landowners for the voluntary surrender of their properties cannot be reached and in order to avoid delays which may be caused by succession difficulties or absentee landowners. As the adjacent borrow areas have almost been excavated to their full capacity, there is an urgent need to develop Orb Hill as a borrow area if the supply of filling materials for Shek Wu Hui development works is not to be disrupted. It is, therefore, recommended that one month's notice of resumption should be given.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the resumption of the lots listed at Annex B is required for a public purpose, namely Shek Wu Hui Development, Package 3 Borrow Area at Orb Hill, Sheung Shui, New Territories.
