not eligible will be offered spaces in a temporary housing area. Ex-gratia domestic removal allowance up to $1,000 may be paid to the families affected. Genuine cultivator-families who opt for a resite outside the layout to continue farming will be offered an ex-gratia rehabilitation allowance of $5,000 but will forfeit their priority for public housing. Village houses will be exchanged for new ones in accordance with the Village Removal Policy.

The order of cost of resumption and clearance is $150 million, excluding ex-gratia allowances for the commercial and industrial undertakings which will be paid from the Housing Department's compensa- tion vote. The approved project estimate requires revision to take account of increased building costs and of increases in the rates of compensation. Land acquisition proceedings will be subject to the approval of an increase in the project estimate by the Finance Committee of Legislative Council.

Negotiations to obtain voluntary surrender of private land will be undertaken, but the institution of formal resumption proceedings is recommended to avoid delays which may be caused by succession difficulties or absentee landowners. As the land to be resumed lies within the Tsuen Wan Outline Development Plan, owners of the agricultural land will be offered at the time when the resumption orders are made, subject to there being no alteration of existing policy, the alternative of land exchange entitlements on Letter 'B' terms with a credit at $10 per square foot or cash compensation at $17 per square foot (inclusive of an ex-gratia sum) if cash is accepted prior to the expiry of the resumption notice. Non-villager-owners of building land will also be given the alternative of land exchange entitlements or cash compensation. The amount of cash compensation to be paid will be reduced to the extent that land exchanges are taken up.

As stated in memorandum XCC(77)20 on the block resumption of land in the New Territories, discussed on 28th March 1977, full details in respect of the land required for Phases I to VI of the planned development will be submitted to the Government Secretariat when seeking orders from the Governor that the land is to be resumed.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the block resumption of land shown coloured orange on the plan as annexed is required for a public purpose; namely to implement the development of Area 6, 21(Part) and 39(Part) including the development of the MTR Tsuen Wan extension in Areas 6 and 21, Tsuen Wan, New Territories.
