BLOCK RESUMPTION OF LAND IN AREAS 6, 21(PART) AND 39(PART) IN THE OUTLINE ZONING PLANS NOS LTW/145A AND 146A FOR THE DEVELOPMENT OF TSUEN WAN NORTH INCLUDING THE EXTENSION OF

The Director of Public Works has requested the resump- tion of about 21 hectares of land in the above-mentioned areas. The land is required for the construction of Route 5 through Areas S and 21, for the realignment of Route Twisk, for village resite areas and for the implementation of development in North Tsuen Wan which, when com- pleted, will provide land for residential and commercial development, institutional and community buildings, district and local open space and other facilities including an ambulance depot, multi-storey car park, clinic and schools. The aforementioned projects are part of the approved programme of development in Tsuen Wan/Kwai Chung North for which separate provision is made for land resumption and clearance under item No NDE4(4), which is in Category A of the Public Works Programme. Part of the land in these areas will also be required for the extension of the Mass Transit Railway to Tsuen Wan (memorandum XCC(78)8 refers), and public transport terminal facilities associated with the MTR Tsuen Wan station will form part of the development in this area.

The use of block resumption procedures is considered appropriate in view of the need to acquire all the area as part of a total development programme which envisages various inter-dependent works extending over a period of two years. The general location of the land to be resumed is shown coloured orange on the annexed Identification plan and the phasing of the resumption and clearance is shown marked I to VI. The areas covered by Phases I and II are the remaining parts of Area 6 which have not already been acquired for development. The land in this area (Phases I and II) will be formed for the Mass Transit Railway and Depot (including the deck over the Depot) together with the commercial/ residential development and community facilities which are planned for the area.

The areas covered by Phases III, V and parts of IV are mainly required to provide sites for the reprovisioning of the traditional villages which have to be cleared in Phases I, II and VI and for major roadworks, the MTR tracks and the formation of land for industrial development. The Block Resumption now recommended only covers land which in any event
