A public housing estate to accommodate 30,000 persons will be built in Areas 27A and 27 B Sheung Shui, New Territories, with the first phase due for completion in May 1981. Site formation and trunk drainage works for the estate form part of the Shek Wu Hui development package 3 works which are in Category A of the Public Works Programme under Item NDE 5(3). In order to proceed with the necessary engineering works, the Director of Public Works has recommended the acquisition of a total of 102, 242. 2 m2 (1, 100, 533 square feet) of private land

2 comprising 101, 526.2 m2 (1,092,823 square feet) of agricultural land, 521.2 m2 (5, 610 square feet) of building and garden land and 195 m (2, 100 square feet) of building land in Areas 27A and 27B, Sheung Shui.

The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the private land involved is the minimum necessary to implement this project. Compensation for resumption and clearance is estimated at $25.5 million and sufficient funds are available within the approved project estimate to meet this expenditure. The cost of ex-gratia allowance for 37 shops, 33 workshops and one kindergarten housed in temporary structures within the clearance/ resumption limits is estimated at $918, 000 and will be paid from the Compensation Vote of the Housing Department under which funds are also available.

The clearance will involve payment of compensation for crops, fruit trees, fish ponds, fences, wells, irrigation pipes, ex-gratia allowance for cultivators and ex-gratia disturbance allowance for dis- placed pig-breeders and poultry farmers.

340 temporary structures (219 on private land and 121 on Crown land), used for domestic purposes will have to be cleared. These structures are occupied by 235 families who, if found eligible, will be offered either public housing or space in a local temporary housing area. Ex-gratia domestic removal allowance of up to $1,000 per family may be payable to the eligible families. If neither public
